The State Government recently removed a young IAS officer. As it was known that he wasn't coming to the office for two months despite getting selected into IAS, which is the nation's most prestigious service. Psychologist believes one shouldn't remain a bachelor after a certain age. Working of some other bureaucrats is also getting affected due to them being bachelors. One IAS missed the post of Collector. Some officers are relishing two to three families whereas some couldn't even get married once. Chief Secretary Amitabh Jain needs to do something about the Bachelor officers like arranging a counselling programme for them so that they too tie the nuptial knots.
THREE POOR COLLECTORS
Be it a direct conference or video conferencing, officers of Bemetara, Kawardha and Mungeli always get in a fix over performance. CS Amitabh Jain had recently convened a video conference, in which Collectors of these districts were given special instructions. In fact, these three districts don't have DMF, hence these Collectors' hands are tied. Now what does Mungeli collector has in the name of resources? The districts with DMF are not short of resources. However, Koriya Collector Shyam Dhawde was praised in the video conference. CS said you work well, but speak less, but you speak fluently on this occasion. Every collector got plenty of opportunities to speak at this video conference.
RECORD OF WOMAN SP
By assuming charge as the SSP Bilaspur, 2008-Batch IPS Officer Parul Mathur has become the first woman IPS to have been SP at the highest number of districts in the nation. She has a record of leading police in five districts so far. Parul has become SP for the sixth time. Five times of Districts and once Railway SP. During BJP Government, people gossiped Government forgot Parul after making her Railway SP. Later, her fate changed for the better with the change in government. From Mungeli, Janjgir, Gariaband, Parul is now SP at Bilaspur District. Her first district during BJP was Bemetara, but she went on long hiatus due to family reasons. The point to be noticed here is that she has handled these districts without any break. So, it wouldn't be surprising if she gets another big district. Parul's father Rajiv Mathur had also been an IPS. He had been a very famous IG of Raipur. But, despite being a capable officer, he couldn't get the chance, so he left on Central Deputation. Nevertheless, Parul's tenure at Janjgir wasn't so. The government has given her a big opportunity by handling her charge of Bilaspur district. She could use the opportunity to carve an image of a strong IPS woman officer for herself.
ABOUT THE ZODIACS AND STARS
The fate of IPS in Chhattisgarh is changing. Constables and Drivers can get SPs suspended. Balodabazaar SP IK Elesela spoke the unparliamentary language, which was nothing new. The way SPs talk to their SHOs or Constables, it's an old tradition. We don't want to condone the behaviour of SP, nor we should as his behaviour was objectionable. But when constables start trapping their bosses with mobile phone recording, one can only imagine what's the future. If you hear the recordings, it's easy to figure out how constable wasn't just prolonging the talk to trap his SP, he was also weaving a net around SP by talking back. It's all about the stars and zodiac signs of Police. New DGP Ashok Juneja should perform some Puja-Paath.
CIRCLE OF "B"
There are six districts as Balod, Bemetara, Balodbazaar, Bastar, Bilaspur and Balrampur, whose names start with B in Chhattisgarh. Whenever an SP is posted in one of these districts, that SP gets a full circle. Meaning, when Arif Sheikh first posted to Balod, thereafter he went to Balodabazaar, Bastar and Bilaspur i.e. Four-B. However, he became Raipur SP after Bilaspur and broke the Chakravyuh of B. Jitendra Meena reached Bastar from Balod. He couldn't get out of the circle of B, though he got upgradation. Sadanand got Balrampur and Balod. Similarly, Parul Mathur's first district was Bemetara and now she is in Bilaspur. Deepak Jha trapped in the circle of B. After Balodabazaar, he got into Bastar and then Bilaspur and now Balodabazaar, the half of which will soon be merged with Sarangarh.
BIGGEST QUESTION
There is no need to tell why Balodabazaar SP got out. Mohit Garg had to go after the communal violence in Kawardha. But the biggest question in bureaucracy is what happened to SP Deepak Jha? He was yet to settle down on the pitch. Only the people releasing orders from Home Minister can tell the real reason. But if reports are to be believed he couldn't handle the Gherao and sloganeering of Bilaspur City Kotwali Police Station. The slogans against the government at the police stations were going on, which wasn't taken in a good way.
NO NAXAL NOW!!
Whenever Chhattisgarh's Chief Minister interacted with media in Delhi, the focus was always on the Naxal problem. But not this time. CM Bhupesh Baghel attended three media-related programmes, but no one asked the question related to Naxal. Though there was discussion on the Chhattisgarh model at the national stage, demands of farm loan waiver were raised and a mention of cow dung procurement programme. The way CM Baghel questioned the anti-Congress statement of West Bengal CM Mamta Banerjee, attacked Mamta's changed stance after her meeting with the Prime Minister and the way CM Baghel fearlessly rebutted the remarks against Congress by Akhilesh Yadav, showed his confidence.
A JOLT TO LEADERS
Many BJP leaders are reportedly unhappy about being denied expected responsibility on the posts of Core Group and the organization. One former Minister is in Delhi after the release of the list. Although Amar Agrawal and Ajay Chandrakar must have also felt the shock. They at least got the responsibility of coordination in urban bodies and Panchayats. Amar will chalk out a roadmap of coordination between Corporators while Ajay will coordinate Panchayat representatives. But some leaders have been left empty-handed. So, it's justified them being discontent.
