SANJAY K. DIXIT's TARKASH
NOVEMBER 28, 2021
A tiger cub died in Achanakmar Tiger Reserve (ATR). Forest Department's senior officers reached ATR to investigate the case and also reportedly took their wives-children with them. Chief Conservator of Forest (CCF) and four Divisional Forest Officers (DFOs) were busy in the hospitality of senior officers. A grand party was thrown in the forest. If it happened then it's a serious case. The Government needs to investigate and take action. Partying in the jungle before the cub's post-mortem, it's the epitome of insensitiveness.
STAGE JAM-PACKED, AUDIENCES DISAPPEARED
It seems that Pradesh Congress Committee Chief Mohan Markam is trying to chart his own path. Everyone saw when the entire cabinet and MLAs were in Delhi, Markam was grooving to the beats of tribal people music. Two days ago when Chief Minister Bhupesh Baghel was on Bastar visit, Mohan Markam was addressing a public meeting in Janjgir. Markam suspended Sunny Agrawal in a case of scuffling in Congress Bhawan in the blink of an eye. His demeanour in public meetings also looks different. He doesn't think twice to advise the party leaders. There was no space to sit on stage in the Pamgarh meeting whereas the chairs of the audience were empty. To which, he wittily remarked that if the numbers of people on stage would have brought at least five people with them, all the chairs of audiences would have been filled.
TICKET ONLY TO THOSE
What PCC Chief Mohan Markam is saying becomes parameters for ticket distribution, there will be a lot of trouble for contenders of the next Vidhan Sabha Elections. At several places in Bilaspur Division, Markam said only tickets will only be allotted to those candidates, who will get vote figures of the polling booths nearby their homes. How will the leaders who can't get party lead at booths nearby their homes win the election? If it is materialized, many big leaders may not get the tickets. But, the attitude of the PCC Chief may indicate his attempts at finding his future in the present political scenario.
CSP CHARGE TO SP
The last government had made Amarnath Upadhyay the police chief, but he wasn't relieved of administrative responsibilities. A modest Pundit Ji didn't say a word, kept handling the police administration.
In fact, Upadhyay was ADG Administration before becoming DGP and when the Government made him DGP, they forgot to give charge of administration to someone else. So it happened on this occasion. DM Awasthi was replaced by Ashok Juneja on the post of DGP, but he still has the charge of the Chhattisgarh Armed Forces. It feels undignified if Police Chief also heads some other department. What will happen to the Chief Secretary if he/she is given additional charge of some other department? Juneja must be feeling something similar.
ONE MORE LIST
A list was released after Ashok Juneja became DGP, in which ADG Pradeep Gupta has been called back from Public Prosecution and DIG Sanjeev Shukla from Police Academy. Reportedly, there will be one more list, when Special DG RK Vij will retire next month. Vij was temporarily sent to Public Prosecution. So, after his retirement on December 31, Public Prosecution will be vacant and then CAF will be given to some ADG. Might be Pawan Dev called back from Police Housing Corporation to Police Head Quarters (PHQ).
STATURE OF PRADEEP GUPTA
No one knows what mistake did Batch-95's polite and mild-mannered IPS Officer Pradeep Gupta that he was transferred from PHQ to Public Prosecution. But, now he is back with a bang. With a bang because he has now been given charge of Planning & Management, which is the third most important department after DGP and Intelligence. The planning & Management Department Head is responsible for important things from purchasing weapons to providing necessities to the state. Pradeep has been IG of Raipur, Durg and Bilaspur Divisions. He played a crucial role in solving the infamous Abhishek Murder Case in Durg.
RETURN OF KALLURI
Though 1994-Batch IPS Officer SRP Kalluri is in PHQ, there is nothing much in terms of posting. There is training, but what would he do in it, when an eight-year senior IPS DM Awasthi has become Director of Training Institute. When Ashok Juneja was Bilaspur SP and everything was going good for him, Kalluri came from Korba had replaced him. The bitter truth is Juneja had to leave Durg with a heavy heart. Juneja trust in teamwork, which he has mentioned many times in talks. Officers work when you know how to handle them. So, he might try giving Kalluri some important responsibility according to his quality like late DGP OP Rathore, who had succeeded in posting Kalluri as Balrampur SP at a time when BJP reacted to the name of Kalluri like a bull reacts at the sight of red clothing. And it's true that Kalluri uprooted Maoist from surguja.
VVIP COLLECTOR
Chief Minister's District is known as VVIP District in Bureaucracy and the District Collector as the VVIP Collector. Last month when the VVIP Collector's chair was in jeopardy, people were surprised. The bureaucracy had accepted that Sarvesh will bid farewell to Durg. Apparently, the news reached Chief Minister Bhupesh Baghel and CM not just showered praise, but also got audiences to give him a big hand for his work at a public meeting during his visit to Durg. It made one thing clear that there was no immediate threat to his chair. It's important that getting the public to applause for Sarvesh might have come as a shock to the officers, whose names were running for Durg.
COMMISSIONER'S MASTERSTROKE
In a Collector, Commissioner conference, Chief Minister had given clear instructions to remove the staffers occupying a post for over two to three years. But, the Surguja Commissioner, who is going to retire on December 31, delivered a masterstroke. He not just reinstated a DMC suspended in the case of rape and molestation in a Divyang hostel of Jashpur, but gave him the same post, which he has been occupying since 2015. Amazingly, Tribal Woman Commissioner and rape with tribal speech and hearing impaired girl, despite that how can Commissioner Madam didn't hesitate to reinstate the DMC. It's okay Madam, you're about to retire, but that doesn't mean you do it.
At last, two questions for you
1. Will the Special DG RK Vij, who is retiring next month, get posted at Police Housing Corporation?
2. Which Minister is said to have opened a transfer shop?
