A 2006-Batch Chhattisgarh cadre IPS officer Mainthungo Tungoey had gone to home-state Nagaland on deputation in 2013. While his deputation ended in 2018, he has not reported back for duty and there is no trace of him. Home Department has sent two notices to him yet there is no reply. No one is in a position to tell about his whereabouts. Now, the state government is considering to recommend to Government of India his removal from service. If it happens, Mainthungo will be state's first IPS officer lose his job on the ground of unauthorized absence from duty.
Once there was a Pankaj Dwivedi
ndhra Pradesh cadre IAS officer Pankaj Dwivedi had come to Chhattisgarh on inter-state deputation during Ajit Jogi Government. Dwivedi kept on getting good postings during Raman Singh Government. He occupied posts from GAD to APC. Pankaj's in-laws' home is at Kota of Bilaspur. He is a son-in-law of a prominent Congress leader Mathura Prasad Dubey, who was given the moniker of 'Vidhanpurush' for winning five consecutive elections from the Kota assembly constituency. His daughter Neerja is spouse of Pankaj Dwivedi. However, when Pankaj wasn't ready to return after completing deputation, Andhra Pradesh Government made him absent from the IAS list. Wary of the disrepute, Pankaj reluctantly returned to Andhra.
BEST BET FOR DISTRICTS
The Bhupesh Baghel government has completed three years. Now, for all practical purposes only one and a half is left for the government as the last remaining six months everyone will be on election mode. Hence, the government now want to place their best bets in the district administration. There have been numerous complaints from many big districts that the collectors are very sluggish. The government is now preparing a list of Collectors on the basis of their performance, particularly the ones whose districts have a slow pace in implementation of government schemes. Indications are that government is in no mood to show leniency to the collectors, who turned out to be poor performers in major districts and they are on their way out or might be shifted to other districts. Speculations are rife that Durg, Bilaspur, Raigarh, Ambikapur and Jagdalpur might see a reshuffle while collectors in few smaller district might also face the heat.
Shifting of SPs
A few Superintendent of Police (SPs) will also be replaced as part of the government exercise to tone up the administration. However, the list of SPs wouldn't be that long. SPs of Narayanpur and Balodabazar were moved in the last two months. Over half-a-dozen SPs were also shuffled prior to that. Whenever transfer list SPs is released, the WhatsApp group of IPS officers get abuzz with fellow IPS officers kidding with Dr Abhishek Pallav. Batchmates say, "Abhishek, you become the domicile of Dantewada, get a lease and many more." Obviously, Abhishek has a record of holding the SP's post in any one district for the longest time. He is the first SP, who got posted in BJP Government and he is still holding on the crease, which means he has completed around four years now. The government couldn't find an alternative to Abhishek in Dantewada. He has built a strong police network against Naxals in Dantewada. Hence, the issue of shifting him elsewhere comes up, senior officers are hesitant.
CREDIT TO COLLECTORS OR….
Paddy procurement and milling is going on smoothly so far. No dispute anywhere. Rice millers, who often create problems, are working actively. So, does the credit of this goes to the Collectors? While the collectors trying to take credit, it's the Chief Minister, who did the job which elated the rice millers. Rice millers were invited twice to House and given great hospitality and the milling charge has also been increased three fold from Rs 40 to Rs 120. The milling charge was fixed at Rs 40 in 1993 and remained the same for 28 years. Now, one can understand the happiness of rice millers, when it suddenly increased to Rs 140. Then the rice millers had to deposit Rs 2200 per bag to procure paddy from MARKFED for milling. It has now been reduced to Rs 1500. Gunny bag rate is also increased from Rs 18 to Rs 25. With this, rice millers are quite delighted. In a programme, rice millers said what BJP, a party known as the party of rice millers, couldn't do, Congress did it. Obviously, CM has given a big message to the business community by giving a big relief to rice millers.
IAS, IPS Conclave
A three-day IAS Conclave is going to be organized in the New Year along with two days of IPS Conclave. IAS and IPS officers along with their families from across the state will be arriving to attend these events in Raipur. Indications are that the IAS conclave will be held from January 7 to 9 and the IPS conclave from January 15 to 16, 2022. IAS and IPS associations have started preparations. There was a sense of disappointment amongst IAS and IPS after the Diwali Milan programme with CM. But now the IPS association is also coming forward.
EVERY SINGLE WICKET
A senior officer from the police department and an IAS officer will be retiring this month. 1988 batch IPS RK Vij will retire on December 31st. After Batch-1989 IPS officer Ashok Juneja became DGP, the government shifted Vij from PHQ and posted him as Director at Public Prosecution Department. After returning to Raipur from the post of IG Bastar, he has handled several posts like IG, ADG and Special DG in PHQ. He was considered a strong pillar of Police Administration. He wasn't destined to become DG, so it didn't happen. Now, he will have to retire from public prosecution in oblivion. IAS officer J Kindo, now commissioner Surguja division, is retiring this month. It will not be a difficult task for the government find her replacement as there are too many secretary level officers. Commissioner's post is not considered as glamourous but it certainly but it certainly comes with all facilities. The remaining clout depends on the officer concerned.
STRANGE SYSTEM, INCREDIBLE OFFICER
An important Government revenue-generating department, the registration department is going erratic. Two parameters in one state. A glaring example of this is an incident in which a woman Deputy Registrar of Janjgir handed over Nuvoco the mining lease of Lafarge Cement for just Rs 1000 fees while the senior-most officer just closed his eyes by considering it as a rectification. And now Balodabazaar's registry officer has refused to transfer the mining lease of Lafarge cement to Nuvoco on Rs 1000 stamp. The officer maintains that it was not a rectification, but a sale and hence it must be registered. The company approached Revenue Board against this decision. Revenue Board termed it as a rectification. So now the departmental officers are approaching High Court against this decision.
Revenue board would not have considered as rectification. The department neither presented any paper or any officer appeared before it. Apparently, it's a big game. It all started from Janjgir. Government exchequer would have got about Rs 10 crores had the mining lease been registered with due legal process. But the company was given a favour by just taking Rs 1000. Now, it's obvious question is why anyone will dole out such favours?
SURGERY IN CABINET
Chief Minister Bhupesh Baghel has hinted at the possibility of reshuffle of his cabinet if he gets a green signal from the party high command. Now the question is how many ministers will be purged out of Cabinet once the high command gives permission? One minister from each Bilaspur, Surguja and Durg Division may face the problem. The Congress might consider Devki Karma, MLA from Dantewada, as the party could see it as an opportunity to take benefit of the memories of its popular leader from Bastar late Mahendra Karma. On the other side, Mohan Markam, another tribal leader from Bastar region, is also reported to be quite eager to become a Minister. In all, things looks complicated.
